Assembly Votes

At the June Assembly meeting, members voted on two committee recommendations. After extensive and thoughtful debate, the Assembly adopted a proposal from the Early Bar Exam Committee that the MSBA petition the Supreme Court to amend the Rules for Bar Admission to allow law students to sit for the Minnesota bar exam during their third year of law school.

The Assembly then adopted a proposal from the Judiciary Committee and the Court Rules and Administration Committee to request changes to the Special Rules for the Court of Appeals related to unpublished appellate decisions. The requested changes to Special R. Prac. Minn. Ct. App. 4 would replace the term “unpublished” with “nonprecedential” and eliminate the obligation to provide nonprecedential (unpublished) opinions to other counsel while retaining the obligation to provide nonprecedential (unpublished) opinions to pro se parties. The request further asks the court of appeals to consider designating more of its opinions as precedential and published.
